New Regulations: BNO Network Responsibility for Multi-Occupied Properties

The BNO network refers to the electrical infrastructure beyond the point of supply from the Distribution Network Operator (DNO) to individual units within a multi-occupied building. This includes cabling, distribution boards, and associated electrical components that serve multiple units or tenants.

What Has Changed?

In the past, responsibility for Building Network Operator (BNO) networks was often ambiguous. The infrastructure that distributes electricity from the main intake to individual units in multi-occupied buildings frequently fell into a grey area, with no clearly defined party accountable for its upkeep, safety, or compliance.

This lack of clarity sometimes led to neglected maintenance, potential safety risks, and confusion over who should respond to faults or failures. However, recent regulatory updates have removed this uncertainty. The responsibility for maintaining and managing BNO networks now rests squarely with property owners or managing agents. 

This includes ensuring that the electrical infrastructure is kept in a safe, serviceable condition through regular maintenance, that it undergoes annual inspections to meet current safety standards, and that any faults or degradation are addressed promptly and professionally.
